Tin-Can Customs Targets Seamless Cargo Clearance

Importers and other port users have been promised smooth cargo clearance by the Nigeria Customs Service (NCS), Tin-Can Customs Command, prior to the implementation of the Unified Customs Management System (UCMS), sometimes referred to as the B’Odogwu system, at the Tin-Can Island Port in Lagos.

The Ports & Terminal Multipurpose Limited (PTML) has begun the trial phase of the B’Odogwu system.

Frank Onyeka, the Command’s Area Controller, stated during yesterday’s World Customs Day celebration at the Command in Lagos that the B’Odogwu’s initial teething problems at PTML have been fixed and the system will improve trade facilitation at the port.

On this important occasion of International Customs Day 2025, I stand before you with a great sense of pride and responsibility,” he said.

According to him, this year’s subject, “Customs Delivering on its Commitment to Efficiency, Security, and Prosperity,” perfectly reflects the strategic aims of the Nigeria Customs Service (NCS) and speaks to the core of our role at the Tin-can Island Command.
He went on to say that the World Customs Organization (WCO) “has tasked us with not just making promises but translating our commitments into concrete, measurable actions.” The importance of customs in promoting lawful trade facilitation, maintaining border security, collecting government revenue, and promoting sustainable economic growth is highlighted by this call to action.

Therefore, let me take this opportunity to emphasize the progress we have accomplished and the ambition that propels us to continue completing this task.

“Efficiency in Trade Facilitation: Trade facilitation is still a key component of our work, and at Tincan Island Command, we have implemented creative strategies to improve operations, cut down on delays, and make conducting business easier.

In order to ensure transparency and minimize human interference, we have automated essential procedures through the upcoming deployment of the B’Odogwu (Nigeria Customs Unified Customs Management System). As demonstrated by the pilot command PTML, the incorporation of cutting-edge technology like blockchain, e-customs platforms, and artificial intelligence has not only accelerated cargo clearance but also strengthened our dedication to adhering to international best standards.

“Stakeholder engagement has been prioritized by the Command as a critical enabler of efficiency,” Onyeka added. We have established cooperative relationships with shipping lines, terminal operators, freight forwarders, and government organizations to facilitate smooth operations.

Nigeria’s increased rating in the Logistics Performance Index (LPI), the Presidential Enabling Business Environment Council (PEBEC), and the Ease of Doing Business assessments is a result of these initiatives, according to the Area Controller.

Let us keep in mind that our work affects the lives of millions of people nationwide and billions more on the continent as we commemorate International Customs Day.

By keeping our promises to efficiency, security, and prosperity, we are not only carrying out our mandate but also paving the way for a more promising future for both our country and the world economy.
