Tinubu Rejects National Assembly Library Trust Fund Bill

The National Assembly Library Trust Fund (Establishment) Amendment Bill, 2025 has not received President Bola Tinubu’s approval, citing inconsistencies with existing federal laws and regulations.
While acknowledging the noble intentions of the proposed legislation, Tinubu wrote in a letter to the Speaker of the House of Representatives that was read by the Speaker on Tuesday that many of the bill’s provisions conflicted with the federal government’s long-standing laws and policies.
According to the President, the measure contained provisions that might create a dangerous and unsustainable precedent regarding public service compensation, taxation of national corporations, funding mechanisms for agencies under the National Assembly, and age and years of service.

“Despite the legislation’s admirable goals, some of its provisions conflict with the federal government of Nigeria’s established laws and policies regarding, among other things, public service compensation, taxation of national entities, funding of agencies under the National Assembly, and age and years of service,” Tinubu said.
In addition to being in opposition to current governance structures, the Nigerian leader warned that enacting the measure in its current form would also be detrimental to the general welfare.

The President went on to say, “These provisions will create an unsustainable precedent against the public interest if this bill becomes law.”

In view of this, President Tinubu formally informed the House that he would not grant presidential sanction for the proposal and urged MPs to take the issues raised into consideration.

According to the letter, “I hope that the House of Representatives will take necessary steps to fix the identified issues with the legislation.”

Among other things, the National Assembly Library Trust Fund Amendment Bill, 2025, aims to improve the funding and management of the legislative library system, according to the report.
